Senators revise climate bill to court GOP support
Senators trying to craft bipartisan climate legislation offered a
revised proposal Thursday that would add incentives for building
nuclear power plants and open the way for expanded oil and gas
drilling off the nation's coastlines in hopes of attracting wider
support.The new framework for a Senate climate bill would ease back
requirements for early reductions of greenhouse gases. It calls for
cuts in the range of 17 percent by 2020, instead of 20 percent,
similar to reductions already approved by the House and what Obama
will call for at an international climate conference in
Copenhagen."We would like to underscore the fact that the framework
we are releasing today is a starting point for our negotiations
going forward," said Sen. John Kerry, D-Mass.The framework provided

Unusual Animal Makes World Premiere
Last week a most unusual animal made its world premiere in an
equally strange museum in the small town of Phoenix, New York. The
mounted and stuffed beast is claimed to be the elusive chupacabra
(the vampiric "goat sucker" of Hispanic folklore), and is on
display for an exclusive engagement through Halloween at the Lost
World Museum, run by real estate agent John Adolfi.

Controversial Ninth Circuit nominee Goodwin Liu has submitted his
initial set of responses to written questions that Senate Judiciary
Committee members submitted following his recent
hearing. I will aim to offer some commentary on his
responses in a series of posts. Â
Let’s start with Liu’s
failure to respond meaningfully to so many questions about his
views on a range of constitutional questions. Unlike
most judicial nominees, Liu has taught and thought about issues of
constitutional law for a number of years. Yet when
asked whether he believes that various cases were decided properly,
he repeatedly ducked the question and instead recited that he would

Report Shows 26 Percent Increase in Wiretap Applications
More than 2,370 applications for wiretaps were filed and granted
last year in state and federal courts, marking a 26 percent
increase above the previous year, according to a report issued
Friday. The report, which captures applications filed between
January and December of last year, shows that 86 percent of all
wiretap applications targeted drug crimes. Homicide cases were the
second most frequently cited crimes.
